The golden mean for responsibility is dealing with your duties and obligations, but not prioritizing them over things that are more important.
Excess: Overworked, burdened, pushy
Deficiency: Lazy, unmotivated, untrustworthy
Big Tom has a deficiency of responsibility because he was responsible for his kid's health, but wouldn't deal with it right away. This was due to him being too concerned about money and other problems, when he should have been more concerned about the obligation of caring for his child.
Mary has an excess of responsibility because she was working and doing other tasks when she could have been caring for her baby. She put her tasks before what mattered, the kid.
Mr. Cooper has the Golden Mean of responsibility because when him and Tom were fishing, he realized that the baby's health was more important than fishing, and acted. He was able to do what really mattered, instead of dealing with his other duties.
The driver has an excess because instead of doing what mattered, driving Tom to the hospital, she did what she needed to do, which was dropping off her kids.
